Domin\u00e9 par les fabricants am\u00e9ricains et asiatiques, le march\u00e9 des puces et autres semi-conducteurs est d\u00e9sormais consid\u00e9r\u00e9 comme strat\u00e9gique par l\u2019UE. Elle veut donc relancer le Vieux-Continent dans cette course technologique de tr\u00e8s haut niveau qui s\u2019annonce impitoyable. Seize pays de l\u2019UE, dont la France, l\u2019Allemagne, l\u2019Italie, l\u2019Espagne, la Pologne, la Belgique et les Pays-Bas, pr\u00e9parent une alliance industrielle pour renforcer les capacit\u00e9s europ\u00e9ennes dans la conception et la production de puces \u00e9lectroniques. <\/p>\n<p>Objectif : cr\u00e9er un projet important d\u2019int\u00e9r\u00eat europ\u00e9en commun (PIIEC) pour d\u00e9velopper des capacit\u00e9s de production qui font cruellement d\u00e9faut aujourd\u2019hui. En effet, les champions europ\u00e9ens, comme STMicroelectronics se comptent sur les doigts de la main et ce dernier n\u2019est situ\u00e9 qu\u2019\u00e0 la onzi\u00e8me place dans le classement des principaux fabricants mondiaux. Un march\u00e9 qui \u00e9tait domin\u00e9 en 2019 par Intel (USA), Samsung (Cor\u00e9e du Sud), TSMC (Taiwan), SK Hynix (Cor\u00e9e du Sud) et Micron (USA). L&#8217;Europe est ainsi d\u00e9pendante d&#8217;importations des Etats-Unis ou des pays asiatiques et ne d\u00e9tient que 10% d&#8217;un march\u00e9 mondial \u00e9valu\u00e9 \u00e0 439 milliards d&#8217;euros en 2020. Les pays signataires de l\u2019accord europ\u00e9en invitent l&#8217;ensemble des pays de l&#8217;Union Europ\u00e9enne \u00e0 les rejoindre et visent \u00e9galement l&#8217;\u00e9tablissement de standards communs pour des technologies \u00e9lectroniques s\u00e9curis\u00e9es. \u00ab <em>C\u2019est un bond en avant important <\/em> \u00bb, s\u2019est f\u00e9licit\u00e9 le commissaire europ\u00e9en en charge du March\u00e9 int\u00e9rieur et du Num\u00e9rique, Thierry Breton. \u00ab <em>Cette initiative va poser les bases d&#8217;une alliance industrielle, une approche collective qui peut nous aider \u00e0 tirer parti de nos forces et \u00e0 saisir de nouvelles opportunit\u00e9s alors que les puces \u00e9lectroniques avanc\u00e9es sont de plus en plus importantes pour la souverainet\u00e9 num\u00e9rique de l&#8217;Europe et sa strat\u00e9gie industrielle.<\/em>\u00bb <\/p>\n<p>Les Etats partenaires pourront profiter du plan de relance europ\u00e9en, dont 20% seront consacr\u00e9s aux technologies num\u00e9riques, soit jusqu&#8217;\u00e0 145 milliards d&#8217;euros sur les trois prochaines ann\u00e9es. Mais est-ce-suffisant pour gagner la bataille ? \u00ab <em>Combler les d\u00e9ficits europ\u00e9ens dans l\u2019industrie \u00e9lectronique demanderait un effort financier colossal, un soutien public de long terme et une solidarit\u00e9 de fili\u00e8re qui imposerait d\u2019acheter europ\u00e9en. Impossible \u00e0 imaginer<\/em> \u00bb, juge Eric Le Boucher dans sa chronique consacr\u00e9e \u00e0 ce sujet dans Les Echos du 27 f\u00e9vrier 2021. \u00ab <em>En outre, la fabrication des puces est devenue d\u2019une telle difficult\u00e9 hom\u00e9rique (tracer des composants de moins de 10 nanom\u00e8tres) que m\u00eame le roi Intel, incontest\u00e9 depuis quarante ans, a d\u00e9sormais du mal, le Taiwanais TSMC a pris sa couronne.<\/em> \u00bb <\/p>\n<p>La coop\u00e9ration entre les diff\u00e9rents pays europ\u00e9ens devra profiter de nouvelles tendances technologiques (5G, intelligence artificielle, informatique quantique, etc.) en mettant en commun les investissements et en coordonnant les actions des acteurs publics et priv\u00e9s. Avec \u00e0 la cl\u00e9, la cr\u00e9ation des synergies entre les initiatives de recherche nationale. \u00ab <em>Il y a une prise de conscience collective ind\u00e9niable<\/em> \u00bb, constatait Jean-Marc Ch\u00e9ry, PDG de STMicroelectronics, dans le journal Les Echos. \u00ab <em>Mais il faut aller vite, sinon, demain, apr\u00e8s avoir financ\u00e9 notre \u00e9conomie en g\u00e9n\u00e9ral, nos banques centrales devront sauver directement nos industriels fragilis\u00e9s par le manque de d\u00e9bouch\u00e9s.<\/em> \u00bb Et c\u2019est le seul moyen pour faire face \u00e0 la concurrence acerbe de certains pays, comme la Chine, qui entendent se d\u00e9velopper tr\u00e8s vite en mati\u00e8re de production de puces.
